The Chief Information Officer (CIO) exercises managerial authority and strategic leadership over the information technology team, programs and services that include cybersecurity, network services, IT infrastructure, SCADA systems, GIS, metering, and enterprise applications in compliance with the company's utility privatization contract. The CIO oversees the design, development, production, testing, and maintenance of all types of technology solutions; develop and maintaining partnerships with a wide array of people at every level including governmental agencies, vendors, industry for the purposes of continuous learning, process improvement, change management and effective collaboration; and identifies and implements best practices to effectively manage a 24X7 system necessary for utility operation. Through strong leadership skills and business acumen, the CIO manages and supervises a diverse staff responsible for all facets of information technology services. This will include networks, business systems, operational controls, cyber security measures, and critical infrastructure protection.Location: This is an in-person position located in Fairbanks, Alaska
Starting Wage Range: $218,504 - $223,470/annually
What you will do- Continue the maturity and growth of Doyon Utilities security posture across the company to include the IT and OT systems.
- Perform all functions of personnel management of department employees.
- Coordinate with other senior managers to develop plans and measures that address cyber security threats and risks as well as coordinate with system managers, developing cyber security polices and guidance consistent with the laws and regulations that govern and guide them such as executive orders, cyber security directives and national policies governing IT.
- Plan, direct, lead and manage all information systems, data, technology, and communications (voice and data) services for the entire organization.
- Define and lead the execution of technology and data strategy, as well as managing the day-to- day operation of governance, innovation, security, compliance, operations, infrastructure, applications, data and user support functions within the organization.
- Create and execute a clear strategic vision that leads and drives the accomplishment of business objectives through the application of technology and automation.
- Create and execute the Information System department’s goals to support the strategic direction of the Company’s information technology resources.
- Direct the Department’s Disaster Recovery/Business Continuation to ensure continuity of critical business functions and minimize information loss in the event of power outages, weather catastrophes, hardware failures and/or other disasters or disruptions to the Company’s information systems and services.
- Direct the development and administration of Information System capital and expense budgets and maintain control procedures necessary to ensure compliance.
- Learn, adopt, and apply safety programs.
Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.Qualifications
- Bachelor's Degree in Information Technology or related field. Required
- 10+ years of IT experience leading complex, diverse projects. Required
- 5+ years of leadership experience. Required
- Some utility industry experience. Preferred
- Strong leadership, organizational development, business planning, analytical, and conceptual skills (required proficiency)
- Solid people management skills – providing direction, monitoring performance, motivating staff and building a positive working environment. (required proficiency)
- Strong customer focus – able to meet the demands of internal and external customers. (required proficiency)
- Establishes strong communication and actively engages with outside agencies governmental officials, staff and the Doyon Utilities Management Committee. (required proficiency)
- Well organized, detail oriented, and able to manage and accomplish multiple activities simultaneously, sometimes under time constraints. (required proficiency)
- Must a have a mindset of anticipation and resilience. (required proficiency)
- Proven technical experience in all facets of predicting, preventing, detecting and responding to cyber or information security vulnerabilities (required proficiency)
- Demonstrated experience perceiving threats facing an organization, understanding how they can be transformed into attacks and safeguarding the organization against breach or significant interruption. (required proficiency)
- Technical Cyber Security Certification(s) through one of the recognized bodies required: SANS, ISACA, (ICS)2, CompTIA, etc. Required
